State deputies of São Paulo took 93 seconds on Wednesday night, 25, to approve four bills that resulted in the creation of 1,344 positions at the São Paulo Court of Justice (TJ-SP) and 5% and 7% adjustments, respectively, for the employees of the São Paulo State Court of Auditors (TCE-SP) and the São Paulo Legislative Assembly (Alesp).
The vote was led by Alesp President André do Prado (PL), who aims to be deputy on the plate to the reelection of Tarcísio de Freitas (Republicans) or candidate for governor if the ally run for the Presidency of the Republic in 2026.
In addition to the four projects, two other proposals were approved. The first, presented by Tarcisio himself, authorizes the São Paulo government to hire temporary brigade members to combat fires. The second transfers positions from the São Paulo Military Court of Justice to the TJ-SP, author of the project. In total, the six bills were approved in less than three minutes.
The votes occurred by acclamation. Only two deputies, Gil Diniz (PL) and Leonardo Siqueira (Novo), recorded a vote contrary to the part of the proposals. Parliamentarians should vote later this night the Budgetary Guidelines Bill (LDO) of the São Paulo Government to 2026.
The deputies approved the creation of 50 final entrance courts and 30 intermediate court rods at the TJ-SP, with a judge for each of them. There is also the creation of positions of clerk, coordinator, supervisor and head of the judicial section. In total, Alesp has endorsed 1,040 positions.
The court did not report on the project what is the budget impact of the measure and said only that the new expenses will be funded with resources from its own budget. Estadão questioned the TJ-SP what is the cost of new positions, but did not respond until the publication of this text. In the justification sent to Alesp, the agency said that the creation of new courts is necessary because of the population increase in the state.

“Based on IBGE data, we observed that the state population increased from 43,528,708 inhabitants in 2013 to 47,333,288 in 2023. Projections for 2033 indicate an estimate of about 49,963,489 people […] Population increase is associated with growth in conflicts and, consequently, from lawsuits, which can overload the courts and make the system slower, ”said the TJ-SP.
The other project related to the agency creates 260 coordinator positions and 44 director positions – Siqueira and Diniz voted against. According to the TJ-SP, the objective is only to regularize the situation of commissioned servers “who are already realizing ‘pro-labore’, corresponding to the salaries of these positions”. Therefore, according to the Court, there is no increase in expenses.
The only project with an impact estimate is the readjustment for TCE-SP servers, which will cost R $ 20.5 million per year. In the case of Alesp, there is the mention that the cost of the readjustment for the servers will be funded by the legislature’s own budget. The TCE-SP said it will not position itself. Leonardo Siqueira criticized the speed with which the projects were approved. “This is what happens: For people who live in their daily lives, there are no resources. But for the owners of power, there are always resources,” he said. He went against the readjustment for the ECA and the creation of positions at TJ-SP.
