With plans for CPF and Cashback, Abrapp wants to expand closed pension in Brazil

Despite being a significant amount, the coverage is still restricted. This is because the number of active participants in the plans remains stagnant in approximately three million, while more than 70 million Brazilians of productive age are unprotected by any complementary social security regime.

“Social Security needs to be perceived as distant and uncertain. Our goal is to be seen as a concrete tool for future construction,” says Silva in conversation with the Infomoney. With over four decades of industry experience, it intends to consolidate a new narrative for the product, based on pillars that include social security education, expansion of coverage and protection of saver.

And the change comes in the wake of increased longevity and changes in the profile of youth. IBGE consolidated data show that life expectancy at birth in Brazil reached 76.8 years in 2024.

Among the priority projects of the new ABRAPP management is the proposal of a social security structural reform. According to Silva, it is necessary to divide the basic pension into two parts: a distribution system up to the average income (now around R $ 3,200) and a capitalization range for higher wages of up to eight minimums.

“It is a way to reduce the transfer of charges between generations and ensure that each worker forms his own assets,” says the CEO of Abrapp. For this, the association has also sought to strengthen relations with the Ministry of Social Security and the National Congress.

In July, the executive will participate in a public hearing to present the proposal of the saver’s Defense Code, inspired by the consumer protection code model. The objective is to ensure more transparency in the management of funds, expand the right to information and guarantee the legal certainty of participants.

The proposal also includes principles of good governance, requirement for clear disclosure of risks and fees charged, and mechanisms for the saver to know who is managing its resources. “The text is expected to be sent to Congress in the next semester,” he reveals.

A social security for all

For autonomous audience and small business owners, Abrapp is adapting its status to allow adhesion to corporate plans only with the CPF, without the need for bond with the INSS. “We want an accessible, simple system that speaks the language of people,” he says.
